Assignment Title: i) FTTH- Senior Technical Officer
ii) Technical Officer
The Government of Kiribati has received financing from the World Bank towards the cost of the Pacific Regional Connectivity Program Phase 4 – Kiribati Connectivity Project intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include a full-time FTTP – Senior Technical Officer & Technical Officer of the BwebwerikiNET Limited (BNL). The role will be full-time for the duration of 5 months, located in the BNL Office on Tarawa.

The Ministry Information Communication and Transport (MICT) now invite eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through employing the firm for the assignment and, in such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The criteria for selecting the Consultant are:
1 x full Time FTTP- Senior Technical Officer
Minimum Qualifications Required:
Education: Diploma in Telecommunications, Networking, Computing, or ICT related field.
At least 3 years of relevant field experience, including documented experience installing and testing Fiber optic networks.
Desirables Criteria:
Degree in Telecommunications, Information and Communication Technologies (ICTs), or a related field (considered an advantage).
CFOT® - Certified Fiber Optic Technician certification.
On-the-Job (OTJ) Training
Experience with fusion splicing and several termination types.
Experience testing with visual inspection, VFL, OLTS, and OTDR
Broad knowledge, skills, and abilities in Fiber optics applicable to the installation, and operation of Fiber optic networks.Personal
Attributes:
Mature and of sober attitude.
Require minimum supervision.

Expertise Requirements:
Minimum Qualifications Required:
Education: Diploma in Telecommunications, Information and Communication Technologies (ICTs), or a related field
At least 3 years of relevant field experience, including documented experience installing and testing Fiber optic networks.

Degree in Telecommunications, Information and Communication Technologies (ICTs), or a related field is anadvantage.
On-the-Job (OTJ) Training.
Broad knowledge, skills, and abilities in Fiber optics applicable to installation, and operation of Fiber optic networks.
Personal Attributes:
Mature and of sober attitude.
Require minimum supervision.
Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 6th Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
