JD# 04/26: Accountant and Admin Officer
Nature of Job:
The appointees will be required to work at BNL’s Headquarters office located at Tarawa Island.
Major Functions:
Under the supervision of the Finance and Administration Manager. The Finance & Administrative Assistant responsibilities will be as follows:
Assist the head of the field office in administration and finance matters to ensure effective management of the financial resources according to the company’s procedures.
Ensure the compliance of administration, finance and policies and procedures
Ensure payables are managed smoothly and efficiently in accordance with the company’s procedures and with accuracy and completeness. Ensures that all payments are made in a timely manner,
Ensure that transactions are processed daily in the system and that they are accurate and complete.
Financial management and accounting
Ensure completeness of supporting documentation for payment.
Invoice coding and data input into MYOB on a daily basis.
Responsible for petty cash disbursements, replenishment and petty cash count.
Ensure bank and petty cash transactions are recorded on a daily basis.
Prepare monthly cash-flow control sheets with original documents of all transactions and send them to the Finance and Administration Manager
In coordination with project coordinators, verify invoices for the projects implemented by BNL before endorsement
Ensure all transactions are processed and ready in time for month-end and quarter-end close as per the agreed timetable.
Review payment vouchers, bank & petty cash control sheets,
Verify travel expense reports.
Ensure all procurements comply with the Kiribati Procurement Act.
Issue, track and reconcile approved travel advances to BNL staff; review advance reconciliation and claims for completeness and accuracy.
Manage filing/archiving of all AP &AR documents and admin files (including invoices, payment vouchers, credit memos, expense reports, AP & AR adjustments in the accounting system)
Submit weekly and monthly financial reports to the Finance and Administration Manager
Administration management
Responsible for the vehicle fleet in the field office (regular maintenance and vehicle usage policies applied).
Responsible for fixed assets management.
Take responsibility for the maintenance of all office equipment.
Prepare and organise local workshops, meetings, and training.
Dealing with HR related matters (Leave record, Temporary/Permanent appointment, Contract Renewals, and others)
Prepare payment request according to internal procedures of the company.
Coordinate and organise staff travels
Responsible for correspondence, preparation of contracts and sending invitations.
Submit weekly and monthly HR and Administrative reports to the Finance and Administration Manager
Program audits
Provide a support role in audits (internal and external), including preparation of documents for internal, external and donor audits, when necessary.
Liaise with external auditors on audit-related issues.
Facilitate auditors in performing on-site visits.
Assist in providing management responses to audit reports and in the timely implementation of the audit recommendations.
Submit weekly and monthly audit-related reports to the Finance and Administration Manager
General Responsibility
Undertake any other official duties as assigned by the Finance and Administration Manager or his or her superiors

Minimum Qualification Required & Minimum Work Experience:
Education: A university degree in Commerce, Accounting or Finance and Public Administration and Management or Human Resource Management from a recognised tertiary education institution with 3 years of proven working experience in a private or public company and have worked with an accounting package, MYOB or a,
Qualification: Diploma in Commerce, Accounting or Finance and Public Administration and Management or Human Resource Management with 5 years of proven experience working in a private or public company and have worked with an accounting package MYOB
